Here’s another example: regulation of the emission of carbon dioxide and other greenhouse gases. Now, Americans are, obviously, of two minds about the regulation of greenhouse gases and the question of climate change. But one thing that I think is beyond dispute is that whatever our country does about this matter is important. It will have a profound effect on the environment, or the economy, or on both. In a healthy republic, this issue would be publicly debated, and the basic policy choices would be made by the elected representatives of the people. That is the system prescribed by our Constitution. But that is not what has happened.
The Clean Air Act was enacted by Congress way back in 1970, and it regulates the emission of “pollutants” – that’s the term in the statute. Now, what is a pollutant? A pollutant is a subject that is harmful to human beings or to animals or to plants. Carbon dioxide is not a pollutant. Carbon dioxide is not harmful to ordinary things, to human beings, or to animals, or to plants. It’s actually needed for plant growth. All of us are exhaling carbon dioxide right now. So, if it’s a pollutant, we’re all polluting.
When Congress authorized the regulation of pollutants, what it had in mind were substances like sulfur dioxide, or particulate matter—basically, soot or smoke in the air. Congress was not thinking about carbon dioxide or other greenhouse gases. Yet in an important case decided by the Supreme Court in 2007, called Massachusetts v. EPA, a bare majority of the Court held that the Clean Air Act authorizes EPA to regulate greenhouse gases. Armed with that statutory authority, the EPA has issued detailed regulations for power plants, for factories, for motor vehicles.
The economic effects of these regulations are said to be enormous. I am not a scientist or an economist, and it is not my place to say whether these regulations represent good or bad public policy. But I will say that a policy of this importance should have been decided …

Revising the past temperatures will always be a hard sell especially when the scientists doing the ‘adjustments’ to the past have a vested interested in promoting man-made climate change. The climate establishment has a history of ‘adjusting’ away inconvenient data from the global warming debate.

The Mail on Sunday today reveals astonishing evidence that the organisation that is the world’s leading source of climate data rushed to publish a landmark paper that exaggerated global warming and was timed to influence the historic Paris Agreement on climate change. The scandal has disturbing echoes of the ‘Climategate’ affair which broke shortly before the UN climate summit in 2009, when the leak of thousands of emails between climate scientists suggested they had manipulated and hidden data. Former Obama Official Mocks ‘Hottest Year on Record’ – Temps Within Margin of Error
Claims that 2016 was “the hottest year on record” are drawing sharp criticism from scientists who say it reflects how global warming has become more social crusade than evidence-based science.
“The Obama administration relentlessly politicized science and it aggressively pushed a campaign about that politicized science,” said Steven E. Koonin, who served as under secretary for science in Obama’s Department of Energy from 2009 to 2011.
Koonin, a theoretical physicist at New York University who once worked for energy giant BP, also blamed a “happily complicit” media for trumpeting the now-departed Obama administration’s dubious claim.
The controversy began in mid-January when the National Oceanic and Atmospheric Administration issued a report declaring that “the globally averaged temperature over land and ocean surfaces for 2016 was the highest among all years since record-keeping began in 1880.”
NOAA fixed the 2016 increase at 0.04 degrees Celsius. The British Met Office reported an even lower rise, of 0.01C. Both increases are well within the margin of error for such calculations, approximately 0.1 degrees, and therefore are dismissed by many scientists as meaningless.
The reports, however, set the global warming bell towers ringing. Gavin Schmidt, head of NASA’s Goddard Institute for Space Studies, was quoted at Climate Central referring to the past temperature record and saying “2016 has really blown that out of the water.”
Following the lead of the Schmidt and government press releases, USA Today wrote that “the planet sizzled to its third straight record warm year in 2016.” The New York Times’ front-page headline said, “Earth Sets Temperature Record for Third Straight Year.” The article declared that the latest readings were “trouncing” earlier numbers and the planet had thus “blown past” the previous records.
Such characterizations are absurd, according to Richard Lindzen, a meteorology professor at MIT and one of the world’s foremost skeptics that global warming represents an existential threat.
“It’s typical misleading nonsense,” Lindzen said in an e-mail. “We’re talking about less than a tenth of degree with an uncertainty of about a quarter of a degree. Moreover, such small fluctuations – even if real – don’t change the fact that the trend for the past 20 years has been much less than models have predicted.”
Koonin suggested the White House and the media could consider an alternative presentation of what’s happening.

U.S. Scientific Integrity Rules Repudiate the UN Climate Process

Mere days before he left office, Barack Obama’s Department of Energy (DOE) introduced a sweeping new scientific integrity policy. This matters because the DOE is the largest funder of physical sciences in America, and because climate change is one of its core concerns.
Elsewhere, I’ve explained that the new policy is a startling departure from the one that prevailed while Obama was in charge. It seems designed to unleash mayhem. In both instances, however, the DOE was adamant concerning one issue: Politicians should not tamper with scientific findings.
The 2014 DOE policy declares:
Political officials will not suppress or alter scientific or technological findings. [italics added]
The 2017 DOE policy says:
Under no circumstance may anyone, including a public affairs officer, ask or direct any researcher to alter the record of scientific findings or conclusions. [italics added]
…personnel will not suppress or alter scientific or technological findings, or intimidate or coerce…others to alter or censor scientific or technological findings or conclusions.
There’s nothing equivocal about these statements. When scientists produce a document that says one thing, but their findings get massaged and manipulated by the people upstairs, scientific integrity has been violated. That is the clear position of the US government.
I am therefore happy to report that this same government has, in no uncertain terms, repudiated the process by which UN climate reports are produced.
In recent years, I’ve written two entire books about the Intergovernmental Panel on Climate Change (IPCC). Tasked with producing authoritative climate change assessments, the IPCC recruits scientists to write these documents.
The last major scientific assessment, released in 2013-2014, runs to 7,000 pages. No one has time to read such an opus, so the IPCC also released a Summary for Policymakers approximately 30 pages long for each of the report’s three sections.
These summaries were authored by a subset of the scientists who worked on the main report. But the IPCC considers scientists’ own, unadorned words to be a mere draft. Before each summary became an official IPCC document it was extensively altered. By political officials.

NYT: Our Readers Are Too Dumb To Understand Global Warming Numbers – Hide Fact that Claimed ‘Hottest Year’ was within margin of error
I recently wrote about the wretched reporting on the claim that 2016 was the “hottest year on record,” using as my main example a New York Times article by Justin Gillis that gave his readers none of the relevant numbers they could use to evaluate that claim. None of them. If you search for the actual numbers, you will eventually find that the effect they are claiming, the actual amount by which this year was hotter than previous years, is smaller than the margin of error in the data.
Shortly afterward, I got a revealing response from Gillis. I’ll fill in all the details for you, because the whole thing is an important case study in why you can’t trust mainstream reporting on global warming. But let’s just cut to the chase. When I asked him why he didn’t include the basic numbers we need to understand his story, he gave me this reply:
So if I understand this correctly, a reporter from the New York Times is telling me that his readers are too dumb to understand numbers.

Pushed a little on this, Gillis conceded that “there is no one number” for last year’s average global temperature, because it “depends on which of the five datasets you care to inspect,” and he went on to point to other complications.

This is, pretty obviously, a dodge. His original article did not tell us that the numbers are complicated and that they vary depending on who is collecting the measurements. His original article simply hyperventilated about how amazingly hot it is. All the complications are just his fallback position when challenged.…
