State Dept defiant on $500M to UN climate fund: ‘Did Congress authorize the Green Climate Fund? No.’

Asked by Senator Cory Gardner if Congress approved the US State Department to divert $500 million to the United Nation’s Green Climate Fund, Deputy Secretary Heather Higgenbottom says: “Did Congress authorize the Green Climate Fund? No. […] We’ve reviewed the authority and the process under which we can do it, and our lawyers and we have determined that we have the ability to do it, and I pledge to you and to other members we’d be happy to provide that legal analysis and the additional details.”

  1. I’m sure the U N will spend all that money wisely, at least all the money that is left over after the usual graft, payoffs, and kickbacks have been distributed in a dozen or more countries. It is a travesty based on bad science.

    1. Unless Congress gave them a blank check and did not authorize the money for a specific purpose, which is most likely what happened. Whether it is War Authorization or TPP Fast Track or the Budget, Congress loves handing the Executive Branch gigantic blank checks.

      1. Pretty obvious that the state department budget is way too big. 500 million lying around to give to the UN so they can do what with it? Run ads pushing climate change?

You mean someone actually cares about the separation of powers and the FACT that this is an unconstitutional release of taxpayer money – Congress holds the purse strings, period… this administration is not only shredding the constitution, it is moving our nation one step closer to a dictatorship.

    1. That should read “the House of Representatives holds the purse strings, period”. The senate ‘MAY’, is different than the senate ‘shall’. Shall means they don’t have a choice. May means the House can consider, but don’t have to. Otherwise good job. Most people are wholly ignorant of that.

  4. OK Senator Gardner, the State Dept has thrown down the gauntlet. Force them to produce their vaunted legal interpretation for critical inspection. If its found wanting, charge them with the appropriate infraction and demand our money back.

    1. It should definitely be pursued through the courts. It can not be legal for the administration to hand out taxpayers money without democratic approval. If they get away with this one, who knows how far they will go? Someone needs to do some jail time.

  6. The Prime Minister of Canada pledged $2.5 billion to the UN without any consultation with their Parliament or the public as well. It’s as if these socialist leaders believe that public tax money is their own little piggy bank.

  7. Why is the U.S. Congress so feckless in allowing the State Department to spend and dole out our tax dollar funds without getting the necessary constitutional permission granted only to the authority of the congress?
