By NIGEL LAWSON July 27, 2015 7:22 p.m. ET THE WALL STREET JOURNAL 69 COMMENTS We live in an age of all-pervasive cultural pessimism. In one sense, this is understandable. The 18th century, the Age of Enlightenment, produced an explosion of scientific discovery as men’s minds escaped from the shackles of subservience to authority, both political and ecclesiastical. The 19th century was the great age of optimism, as technological development exploited the achievements of science, bringing inventions like the locomotive, the electric light and the telephone. That optimism dissipated in the 20th century, when two disastrous world wars exposed the dark side of mankind. Far from recovering a sense of hopefulness during the relative peace of the 21st century, gloominess has become the default position of the intellectual classes in the Western world. As Pope Francis’ recent encyclical, “Laudato Si’,” puts it: “We may be leaving to coming generations debris, desolation and filth.” Ronald Bailey begs to differ. As his book demonstrates, a careful examination of the evidence shows that, at least in material terms (which is not unimportant, particularly for the world’s poor), life is getting better. The overriding reason for this, according to Mr. Bailey, is continuing technological progress, facilitated—and this is crucial—by the global triumph of market capitalism.

Mr. Bailey has little difficulty demonstrating that, despite an explosion in world population greater than Thomas Malthus could possibly have envisaged in the 18th century, global living standards are higher than ever. “Food,” he writes, citing statistics from the World Bank and other organizations, “is more abundant today than ever before in history.” In the past 50 years alone, global food production has more than tripled. he told NBC News Sunday he didn’t want to “destroy people’s jobs based on some theory that’s not proven.”

 

Kasich told NBC’s Chuck Todd he believes humans have an impact on the environment, but cautioned against punitive regulations that could cripple the economy and kill jobs.

 

“Well, I think that man absolutely affects the environment. But as to whether, you know, what the impact is, the overall impact, I think that’s a legitimate debate.” Kasich said, touting his state’s environmental record. “So of course we have to be sensitive to it. But we don’t want to destroy people’s jobs based on some theory that’s not proven.”

“He believes it is real and that humans play a significant factor and we need to do something about it,” a Kasich campaign spokesman told Politico in an emailed response, regarding the governor’s position on man-made global warming.

 

Kasich’s campaign also pointed Politico to other recent interviews where the governor talked about global warming without questioning the science.

“I am a believer—my goodness, I am a Republican—I happen to believe there is a problem with climate change,” Kaisich said in 2012. “I don’t want to overreact to it, I can’t measure it all, but I respect the creation that the Lord has given us, and I want to make sure we protect it.”

“Mississippi has become the latest of a growing number of states to suggest it might not enforce a major EPA regulation to limit carbon dioxide emissions at existing power plants,” writes Michael Bastasch in the Daily Caller. “The flaws inherent in EPA’s proposal make the development of responsible SIPs unworkable for states, including Mississippi,” wrote Mississippi Republican Gov. Phil Bryant in a letter to the EPA last week. “One of my most important duties as governor is to secure reliable access to affordable electricity for Mississippians. I am deeply concerned that the current form of EPA’s proposal could prevent me from fulfilling this duty.” Mississippi joins at least six other states already threatening to not enforce the rule – West Virginia, Wisconsin, Indiana, Texas and Louisiana – whose governors have suggested they may not enforce EPA’s rule to limit carbon dioxide emissions from power plants 30 percent below 2005 levels by 2030. Oklahoma has officially decided it will not enforce EPA’s rule. “President Obama and the EPA are fighting a politically charged war against utility consumers across the country,” Oklahoma Gov.
