German online Spektrum.de science magazine conducted an in-depth interview with two leading international climate scientists, Professor Mojib Latif and Professor Hans von Storch.
For the record, both now concede that global temperatures have indeed defied the vast array of (expensive) model projections and have not gone up in 15 years. Now more than ever before they are forced to concede that the models have been giving CO2 too much weight as a climate driver.
But Latif, who 10 years ago predicted Europe would hardly see snow and frost in the wintertime, now claims that he “isn’t at all surprised in any way by the warming hiatus” (and that all the models have been wrong). To his credit, Latif in the past predicted that ocean cycles needed to be better taken into account and that the warming would pause due to ocean cycles.
Hans von Storch, on the other hand, says he is surprised by the stalled warming: “It hasn’t gotten as warm as we expected. […] We really have to think about whether or not our models can really project the future development.”

For the first time, an assessment report of the Intergovernmental Panel on Climate Change (IPCC) will be widely judged more for what it says about the IPCC than for what it says about the climate. Its 2007 predecessor bombed during the 2009 Copenhagen climate conference as a number of errors came to light. “The mistakes all appear to have gone in the direction of making it seem like climate change is more serious by overstating the impact,” Bob Watson, a former IPCC chairman, conceded. “That is worrying.”
The IPCC fifth assessment report is being published in the run-up to the Paris climate conference in 2015, when the governments of the world are meant to do what they signally failed to do at Copenhagen: agree. Advertised as summaries of scientific knowledge, IPCC reports — note that the “I” stands for “intergovernmental” — are subject to review by governments and by scientists, many of them employed by governments, making the reports politico-scientific documents.
Their function is to serve as canonical texts for global-warming orthodoxy, providing an updated climate-change catechism for its followers. Writing in the Times of London last week, the current chief scientific adviser to the British government and his three predecessors stated that the IPCC will present “even greater confidence” that the climate is warming as a result of human activities. Only, as the rest of the world knows, observed temperatures haven’t risen for at least a decade and a half.
Climate scientist Judith Curry of Georgia Tech has described the IPCC’s position as “incomprehensible.” The IPCC has increased its confidence in attributing the cause of global warming to greenhouse gases when there has been less warming and more greenhouse gases. Yet the IPCC is downgrading its confidence in some of the findings that purportedly support its overall judgment on the causes of climate change.
In a way similar to that in which medieval astronomers rationalized planets’ being in the “wrong” position as they orbited the Earth, it can be argued that global warming has continued but that its effect has been temporarily offset by natural variability. There might well be something to this. Political leaders who reject urgent action to cut emissions should be punished at the ballot box because the world is heading for a “heart attack” caused by rising temperatures, according to one of the UN’s top climate officials.
Halldor Thorgeirsson was speaking before today’s opening of a meeting of scientists and government officials from around the world to negotiate the final wording of a major report on climate change. The negotiations, which take place in private over the next five days in Stockholm, Sweden, will include a debate about how the report should explain an unexpected slowdown in the rate of warming since 1998.
A draft of the Summary for Policymakers by the Intergovernmental Panel on Climate Change, seen by The Times, appears to concede that there are weaknesses in the computer models on which many politicians and scientists rely for doom-laden predictions.

Mr Thorgeirsson, speaking at Imperial College in London last week, likened the world’s consumption of fossil fuels to a patient with a weak heart eating high-fat food.
He said: “There are two paths: one is to act early and avoid the disruptions that are waiting and reduce the loss of quality of life and economic wellbeing resulting from it. Or we do it the hard way by going through major climate disruption and then waking up.”
Asked why progress was so slow on cutting emissions, he said: “It’s a question that needs to be asked at the ballot box. This is a question that needs to be asked of leaders at all levels.”
Benny Peiser, the director of the Global Warming Policy Foundation, which argues that the threat from climate change has been exaggerated, said: “If the [global warming] pause carries on for another five years then the climate models are in serious trouble.”
He said that Mr Thorgeirsson should realise that politicians were already being punished at the ballot box, not for being too cautious on climate change but the opposite.
“He has got it the wrong way round, as we have seen in Australia and will see today in Germany. Politicians have realised that there will be a public backlash if you show yourself to be too concerned with Green stuff,” he said.…
